Current regulatory frameworks — including the EU AI Act — remain anchored to a risk-and-compliance paradigm focused on outputs, identifiable risks, and ex post responsibilities. But AI systems exert their deepest impact upstream, in the configuration of decision-making environments and the structuring of available options.
The result is a structural misalignment between the time of law and the time of technology.

CogIA is designed to complement the AI Act’s risk assessment, embedding cognitive-impact criteria directly into compliance and enforcement mechanisms.
